Typically four to ten weeks for a small business site. The bottleneck is almost always content rather than design, so supplying photos and answering questions promptly is what actually shortens it.

Do I need a separate page for each service?

If you want to be found for those services, yes. Customers search for their specific problem, and a single combined services page has to compete against businesses with a dedicated page for each one.

Will a new website improve my Google ranking?

Only if it fixes something structural: speed, mobile usability, a page per service, or plainly naming your service area. A redesign that changes how the site looks without changing those will not move your ranking.
